Xigncode error

I have been having a lot of difficulty playing this game. First I couldn't install then patch update issues and now this at this point im ready to give up but I really want to play so here I am. I keep getting this error after I start up the game "Could not init XignCode. E0191009." Any help would be appreciated. Tried going to wellbia.com and the website doesn't even work for me go figure. Cant wait to hear what everyone has to say!
