It's rather kind of substitution cipher written with some exotic font. And it seems that it's only the first part. ;)

You are right, this font is the one used(Bookshelf Symbol 7) : 301 Moved Permanently

there is the translation without any result for now:
A cipher is for sure used, but there isn't any words with this length to make something. (Maybe nothing to find :3)

I thing translating all symbols from Bookshelf symbol 7 is an error.
Some parts of the code are constant. I think they must refer to actions rather than words.

The sequence Oczj is the same in all countries

i don't think, the last line and the first got an upper case.

So the 1st one should be a word from a starting sentence ,and the last one a proper noun.

And, the sequence Oczj can probably be the encrypted map name.

You can also see that between every latin language it is z/zn/zno, they share the same "start" for the 2nd line.

I dont think these are words. If they are it means that these words have the same length in different languages.
I also tried to insert these letters on the song of Withtooth with no more success

It's Ceasar cipher with -21 shift. And there's a typo in English text. ;)

My bad. -21, not +21.
