Curiosity- How would it work as a skill? a skill given to all classes? Guild skill? I think implementing as a skill would be too much overall. I would hate to see it get implemented the same way becoming a merchant was.
I think it should just be an extra storage option at Bianca, rather than creating something completely new. (i.e after clicking on storekeeper, first option could be access shared storage, second option access personal storage)
Shared being between all characters on your account, personal being (obviously) bound items for just that character.
Overall I think its a good idea, would be a good improvement considering the amount of character bound items in game. Weps, phoenix quest line items, keys that drop in the new tomb etc. These items take up massive amounts of valuable inventory space if you don't use them immediately, which in turn can prevent you from doing events, such as mad monster spawn because you cant pick anything up due to no space.

Having as an extra option at Bianca wouldn seem the simplest option - as others have said, this would mean you could access "shared" storage - ie for all characters on that account or "personal" ie just for that one character.

What I would prefer is a separate NPC I would rather not have some bad coding cause issues between person storage and account storage. I don't mind going the skill route as long as it is NOT level limited like the merchant account. I don't even see a minimum of level 50 as being a problem as long as there is NOT an upper limit like the merchant skill. If it is a skill it needs to go through the regular skill system not the merchant skill system. Frankly at lower levels you just don't have a lot of character bound items like you do at higher levels. All that being said I will take this storage in whatever form and with any NPC I can get it with. Yes repeating NOT an upper limit was intentional.

Bianca offering 2 options that lead to two similar interfaces but allowing storage of different types of items (1 being shared, 1 being personal for bound items) is the cleanest way to have it.
What also doesn't hurt is allowing players to store bound items in bianca (shared storage), by allotting a name to the given item of the player to which its bound. And then preventing other characters (who are not the original owner of the bound item) from withdrawing it. And this... I can see LC messing up
